People usually don't refer to drunk people as being 'high,' though it is technically correct. For example, you will hear a lot of older Blues songs as referring to a drunken person as being high. But generally, drunk people are referred to technically as under the influence of alcohol, inebriated, intoxicated, or just as drunk.
People on recreational drugs are definitely not referred to as high. They can also be referred to as under the influence of drugs, or in the case of hallucinogenic drugs, as 'tripping.' Each drug often has its own street term for its use. For example, ecstasy users are referred to as 'rolling.' However, to say someone is high on drugs is an accurate catch-all term.

Getting high is usually referring to recreational drug use. Getting drunk is exclusively in reference to drinking too much alcohol. ;3

Oh my gosh, that's hilarious! But it also makes sense: members of Guns n' Roses were often both drunk and high! For a long time, Nikki Sixx famously battled a heroin addiction. (Heroin is an opiate that people generally use via needle injection, and is both highly dangerous and very illegal in the USA.)
